Cole & Southey do not show up in any Washington DC city directories.

James Cole (1836-1895)2 is listed in the residential section of the DC directories as a mineral water manufacturer in the 1870 directory and as a bottler in the 1871 directory. In 1869, he's listed as a grocer, but there is also an entry in the residential section for "Baldwin & Cole, Mineral Waters", and I presume it's the same James Cole who was partnered with Andrew Baldwin that year.

The only person named "Southey" in the DC directories during those years (1870/1871) was John Southey (1841-1916), who was listed as a grocer at 814 22nd Street NW during those years. Note that James Cole was listed at 921 22nd Street NW, which is only a block away from Southey's grocery store. So I suspect that John was the one who was partnered with Cole, but that he did not give up his grocery store business during their partnership.
